Agency admins set payment flags under **Payments**:
- Online / mailed / counter acceptance
- New license and renewal fee amounts
If Stripe keys are missing, the portal shows a friendly “online payments not configured” message — it will not crash.
Enable online acceptance only after Stripe keys are configured.
